LOCAL DEMOCRACY : WHAT'S WRONG WITH TOWNSHIP FORUMS ?

Too many decisions in Bury are taken at executive level. This inevitably leads to a lack of accountability and residents have very little or no control over decisions affecting their neighbourhood.

Labour's Township Forums are nothing new. They are still only advisory, have no decision making powers and no budgets.

We believe that power and responsibility should be given to the lowest level possible. To achieve this in Bury, we would seek to replace the Forums with much smaller and elected neighbourhood committees or councils. And we would devolve real decision making powers with proper budgets to these.

Issues we believe would be best decided at neighbourhood levels would include:

  •  local planning applications
  • the management of community facilities such as Community Centres, Civic Halls, Parks and Green Spaces
  • crime prevention measures
  • local community projects and job creation
  • traffic calming measures
  • youth provision and play areas
